On the morning of July 6, a delegation from the Andean Parliament visited the Fengtai District Government Service Center to conduct an on-site inspection of China's grassroots government service and social governance innovation practices, and to gain an in-depth understanding of the vivid implications of the whole-process people's democracy taking root at the grassroots level.

The delegation toured various functional areas in sequence, including the 24-hour self-service hall, the “One-Stop” counter, the "Xianfeng Port", the Fengtai Library, the marriage registration zone, the International Talent Port, and the smart government data center. During the visit, members of the delegation listened attentively to detailed briefings from staff on the optimization of government service procedures, the deep integration of grassroots governance with people's livelihood services, and the development of smart government affairs. They carefully learned about convenience measures such as "one-stop service" and "convenient, efficient, and nearby services," and engaged in in-depth exchanges with staff on topics including service procedures, data empowerment, and public participation mechanisms, taking careful notes throughout.

Members of the delegation observed that this visit provided a practical perspective on the implementation of China's people-centered development philosophy in grassroots governance. It was noted that the innovative practices of the Fengtai District Government Service Center, including facilitating public services, process reengineering, digital empowerment, and integrated diversified services, provided valuable reference for countries in the Andean region to improve public service delivery and enhance grassroots governance systems. Additionally, the visit has provided the delegation with a more comprehensive and authentic understanding of China's governance model and democratic practices.

This visit was aimed at deepening friendly exchanges between China and the Andean Parliament, as well as countries in the Latin American region, promoting mutual learning of governance experience, and advancing civilizational dialogue as well as people-to-people cooperation. It will help enhance the quality and efficiency of multi-level exchanges and cooperation between China and Latin America, and solidify the public foundation for building a China-Latin America community with a shared future.
