On the afternoon of July 14, a 10-member delegation led by Mr. Mironchik, Head of the Foreign Policy Department of the Belarusian Presidential Administration, visited the Fengtai District Government Service Center to conduct research on the district's innovative practices in upholding a correct approach to governance performance and continuously optimizing government services. Relevant officials from the International Department of the Central Committee of the Communist Party of China and the Foreign Affairs Office of the Beijing Municipal Government attended the visit.

The delegation toured several functional areas, including the "Mini Administration" smart service terminals, the 24-hour self-service hall, the "Xianfeng Port", the Party-Mass Service Center, the Fengtai Library, the marriage registration area, the International Talent Harbor, and the smart government data center. Members of the delegation listened attentively to the staff's introductions on featured services such as one-stop service, digital government services, and foreign-related talent services. They also gained in-depth understanding of Fengtai District's measures and achievements in improving government service efficiency, integrating Party building with grassroots governance, and building a smart government service system. In addition, they exchanged views with on-site staff on specific topics including the operating mechanism of the "Fail To Do" service system, library borrowing rules, and the collection and application of government data.

Mr. Mironchik, head of the delegation, spoke highly of Fengtai District's innovative achievements in government services that are oriented toward public needs. He expressed his willingness to actively draw on Fengtai's rich experience in grassroots governance and digitally empowered public services, and to promote practical cooperation between the two sides in relevant fields.

This visit was aimed at strengthening exchanges and mutual learning between China and Belarus in governance and administration, and at implementing the Cooperation and Development Plan between Beijing and Minsk (2024-2026) 

Looking ahead, theForeign Affairs Office of the Fengtai District Government will build on this visit to further expand its cooperation and exchanges with Belarus that have been ongoing since 2023. This will consolidate the achievements of the sister-city relationship between Fengtai District and the Tsentralny District of Minsk, facilitate policy coordination and people-to-people connectivity, and promote practical cooperation in areas such as industry, science and technology, and culture and humanities.
